Finally got a response to my claim I filed back on July 15, 2005.

After careful review, we have concluded our investigation of the Buyer
Complaint described below.

We have decided in your favor, however, we were unable to recover any funds
from the seller's account. As stated in the PayPal User Agreement, recovery
of funds associated with a Buyer Complaint cannot be guaranteed.

We will make our best effort to recover the funds in question if they
become available in the seller's account in the future. Please be assured
that we will also take appropriate action against the seller's account,
which may include limitation of the seller's account privileges.

The seller has a business account so he obviously has the funds available.

Thank you paypal for screwing yet another person over. I'll be closing my paypal accounts tonight 🙂
 
If the $$ isn't in the account at the moment they checked, it ain't there. Nothing to give you.

I have a biz account and there's never more than $2 in it.

No, that would be illegal.

EFT transactions have to be specifically authorized by the account holder.
 
at some point he's going to have to uoload money to the account to pay for something... is it automated, like an instant lien whereby op gets his money upon upload?

What irritates me is that the seller sent me an email calling me names and telling me I'll never see the money again. And now this sh!t.

Well, just wait in the shadows and he will forget you long enough for him to screw up and you get your money. Just double check on how paypal supposedly gets your money for you in the future
 
I have a business account and there's always money in it.
I don't screw people over, so I don't know if they just yank it out, but I've been told by a Paypal dude on the phone that they have ways to get the money out of dirtbags.
He said it with an evil mu-ha-ha voice, so I took him at his word.
I've settled a few claims with Paypal and have always gotten my money even if it takes 6 months.

Unless the seller has more then one PP account.
 
I'm no big fan of Paypal, but it's not right to blame them when it was the seller who screwed you over.

They shouldn't advertise that they protect buyers. They should completely remove the resolution center tab. This is a clear cut case of the seller ripping off the buyer and paypal failed to get my money back.
