How bad is the Eastern Conference Atlantic Division?

Currently I see New Jersey with a 7-12 record and they are freakin' leading their division!!!
That's just plain ugly!
 
no surprise there...since the mid 90's the east has been the dog of the NBA, esp the Atlantic division
