Yamaha PW50 not starting

I bought an 04 or 05 Yamaha PW50 last night. It has good compression and the carb is getting fuel but it will not start. The bowl is also clean and the jet appears to be clean. I have pulled the plug and can see it getting fire when outside the cylinder. Any suggestions?
