I looked for a 2" receiver mounted bike rack yesterday here in town (Anchorage), and the cheapest I could find was $175 for a 2 bike rack. Checking online, I found a Yakima BigHorn 4 for $136 (plus a 10% off coupon). Free shipping was even available to Alaska!

Overall, it looks like the rack holds 3 bikes easily, 4 bikes not so easily. I couldn't find anything better for the money!
