Anybody here ever hear of a "probation" period when moving into a new position?

Meaning they don't pay you the increased rate for 3 months, and don't tell you how much more you'll make, even though you're doing the new job that normally has an increased pay scale.

Regarding pay no I have never heard of them witholding money for an accepted position.

Now we do use it where I work and we can let you go within that time frame for almost any reason. I don't think i would accept a job they weren't going to pay me to do or tell me how much I would be making after said time period.

Unless they were going to do some kind of backpay but thats sketchy to me.

I would never blindly accept a new position. I would demand to know what my service in my new job is going to pay, then make a decision whether to accept or not. Blind pay programs are the same as permission to rip you off, in my experience.
