Yeah, its a Quik Shock I believe. The bullet is fragmented with 3 slits fron outside to almost core. As it hits it breaks into 3 individual peices which, as you can see, go on their merry way through the target.

i can't even tell what's going on. is this some sort of xray? what is it shooting into? some sort of description would be nice.

Its shot into ballistic gelatin (I'm fairly sure), which is used to simulate flesh. The .gif is showing a slowed down impact of such.

It's "dum dum." Any traditional hollowpoint can be considered a "dum dum," in that they are intended to expand when they enter the body. This kind of frangible ammo is different in that it is prescored and designed to split off into pieces and inflict maximum damage. The actual behavior of these kinds of bullets varies in practice, but frangible ammo is certainly likelier to create internal damage and bleeding.

A block of gel is not the same as soft tissue, it's close but not the same.

Once a year testing is done on live animals. I can not remember who does it but I have seen the grim photos
posted at a hunting site several years ago. Even personal defense ammo is tested from all manufactures.

I guess I'm thinking of home made "dum dum's" Cut a X deep into the slug and it does frag doesn't it?

Possibly. Maybe even probably. But it might not, or it might fragment upon leaving the muzzle. When I am picking ammo for self defense I want absolutely consistent performance (consistently good, obviously, it doesnt help if it consistently mis-fires). DIYing the manufacture of a frangible round isnt going to be as consistent as quality frangible ammo made by a good manufacturer.
