A simple "Hello" works. you could also comment on something they are doing at the time with a small joke or something.
 
Sometimes a girl would talk to me like, "blah, blah, blah" and then I say, "Yeah!" and walk away because I can't think of anything more to say.

I usually make icecubes form those little trays. You know, the little things you fill up with water and then put in the freezer.
 
If you are in school and the girl is in your class, you can ask about an assignment or something. Or you can tell her she has nice breasts.
 
The best thing is to use something going on...like at a party...hey did you see [insert recent funny/notable event from party] or hey, this party is pretty [bad/good], something like that.

Seriously though, I like to just go up to them and stare at them hardcore while breathing really loudly, all while not saying a single word.
