YAFFT - Who to start as 2nd QB

Romo was way solid last game and the game before. Last game the stat line was nice, and if TO could catch it would have been incredible.
 
Is Garrad still on waivers? He will be the starter from now on. I would go with Romo out of those 2. Panthers are playing TB, but Jake has not been consistant.
