The victim sued, got a small settlement then appeals overturned some of the immunities given by the lower court. The appeals court judge said that the cop acted in a way that removed qualified immunity. I am not a lawyer, but that seems like a pretty big deal.

15 year old African American male in Ohio killed by police

The incident was captured on body cam. It says he ran, the police chased him a short distance and one quickly fired. The group of officers then stood around for 7 minutes before they even approached him. And another 3 before they began to make an attempt to give him aid. And when they finally approached him, the 1st thing they did was handcuff him. He wasn't even a suspect, they were checking into a report of shots fired in the area and thought he looked suspicious. Maybe it's just me, but shooting a person and letting them bleed out for 7 minutes and then hand cuffing them seems stupid and excessive. And it being a group of them makes it that much worse.

They said they found a gun zipped up in his jacket, and he did run, so I can see a certain group online blaming the teen here. But the police shot nearly instantly, then standing around for 7 minutes is batshit crazy. Also with the gun being zipped up in a jacket they couldn't have known he had one on him. And the officer that shot him used an assault rifle.

The teen was running from them and had a gun on him, so yeah he clearly wasn't a model citizen. But the police really fucked up here.

At that point Schwalm said DeValkenaere yelled, ”He’s got a gun. He’s got a gun.” Schwalm had told investigators that Lamb was not armed, prosecutors have said. At trial, Schwalm tried to clarify by saying, “I was involved with someone who tried to kill me.” DeValkenaere fired four gunshots in rapid succession that smashed through the front windshield and struck Lamb in the chest and upper torso. He testified he fired the shots because he saw Lamb point the weapon at his partner.

The shooting transpired within nine seconds of the detectives arriving at the front yard of the house. Prosecutors alleged during the trial that Kansas City police staged the crime scene and even planted evidence to support their claims that Lamb was armed moments before he was shot. Merritt testified that Lamb kept the gun found by investigators near his body on the third stair from the bottom of a stairway that led to the basement, near the garage. Prosecutors alleged the gun was moved from a set of stairs near the garage and placed near his left hand after he was shot and before crime scene investigators arrived. Prosecutors also alleged that bullets found inside Lamb’s pockets at the Jackson County Medical Examiner’s Office had not been at the crime scene. DeValkenaere shot Lamb to protect his partner, his attorney said. Police did not need a search warrant and did not need probable cause to go on the property because they believed that Lamb was trying to conceal a stolen pickup in the garage.
