YAET: What should I do with this buyer?

So I sold 2 Motorola i90's awhile back. The auction ended on the January 12th (so at this point it's been exactly 2 weeks)...The buyer speaks/types VERY POOR english (see below), but has been giving me excuse after excuse for why he hasn't payed yet....and to make it worse, he's sending a money order so that will even further delay the process. On the 12th he wrote me and told me he would be sedning a money order, and it would be sent by the end of the week, and that upon sending he would email me...Come Sunday, I email to see the status...he doesn't reply until Tuesday and says he's been having car troubles but that it woudl definitely be sent by the end of the week (which would have been by the 23rd)...I emailed him back on Friday the 23rd after receiving a response, and even sent him a payment reminder, but hasn't gotten back to me sent.

So what should I do? Even if I do receive the funds (which will end up arriving no earlier than 3 weeks after the auction ended), what kind of feedback do you think I should leave him? Should I contact eBay about a NPB, or wait it out a few more days? I've sold my fair share of stuff on Ebay, but haven't ever run into this situation before.

Here's an excerpt from one of his emails:
I man yust ask you 1 question i got money the friday in my paypal acount but i i got the money in my hands the sunday if i can pay you by paypal the you recive more faster the money BUT I HABE HONE PROBLEM WHIT MY PAYPAL ACOUNT ,, IS NOT VERYFIED IS THAT A PROBLEM??????


If you agree to pay you by paypal please send the email where i can send the money if you not or if you not respond at end of the week i send the money by money order Ok

Yes there were 41 bids on the item...how have I been on ebay since 2000 and never heard of second chance?
