YAET: Is this a scam?

So someone with zero feedback and no history but had her ebay account since 2002 won my auction. Red Flag right there. And then I received a Paypal payment and the details show a Canadian email address. The sender is non-US - unverified (whatever that means) and the shipping address is to a different person (a male) and in California. So I email her to explain herself and this is the response:

Hi, Thank you for asking. I don't shop on ebay very much so I guess that is why no feed back. I do use paypal quite a bit when I shop on line. I am American living in Canada and the gentleman to whom I am sending the items is my son in California, they are for my grand daughter. Hope this helps.

The last name of the ship to person does not match hers. But she did use proper grammar...

And then on Paypal it says
Seller Protection Policy:
EligibleHelp

Attn. Sellers:
You must ship to the address shown below to be protected under PayPal's Seller Protection Policy.

So am I good if I ship to the address listed on Paypal? The purchase is less than $15. Would a scammer really bother to scam for a $15 t-shirt?
 
You have her e-mail as back-up, just be sure to use a shipping method that gives you proof of delivery.
 
Seller protection only works on verified addresses, I refuse to ship to non-verified addresses, and I refuse to ship outside of the US.

Under the shipping address there is a green "confirmed"
 
it doesn't sound like a scam. but who knows.

edit - is the verified shipping address in canada? if so, say you will ship there because it is the only verified address.
 
Sounds like it could be legit, not all sons have the same last name as their mom.
She could be re-married, or he could be a son-in-law, or he could be a step son, etc...

The verified shipping address is in California.


Whatever, I doubt a scammer would take the risk for $15. Cheap COGS too.
