YAET: Feedback

I won a book back on July 19th on Ebay. The guy was shipping it media mail from Florida to Pennsylvania.

After 2 weeks I didn't receive the book so i email the guy. Says he sent it out, it should be there soon. Fine. So I wait another week. No book yet.
Email again. "It was sent, you should get it soon". wait a few more days, getting really pissed. No book.
Email again. This time he says give me your name and address again. I'm thinking why does he need it again, he should have that info. this is a power seller with over 3000 feedback and a 98% rating. I send it to him and wait a few days. No reply.
Email again asking whats up and if he doesn't do something, he's going to get negative feedback.

so he replies that it was never sent out and that he is sending it now. that was last week and i still don't have the book yet, but if he sent it media mail, it still could take a few days yet.

so if i finally do get it, what type of feedback should i leave? Do i leave negative anyway? do I leave neutral and explain what happened? I really don't want to leave positive feedback because of everyhing that happened.
 
At least a neutral or even a negative. If a person's ebay operation is so big that they lose track of orders, they should never have let it get so big in the first place. I hate the attitude of some (not all) 'power sellers' that they've got so many auctions, they have no time to respond to simple e-mail inquiries, ship orders promptly, etc. I'm a believer in the idea that it's better to do a few things well rather than a lot of things poorly.
