YAET: eBay situation, how should I handle this?

So on Christmas day I won an auction on ebay. For some reason the person had done a one-day auction that started on christmas eve and ended on christmas. No idea why, but I got the item for a great price. The person shipped the item to me, and aside from being poorly packed, it was the right item, except it was missing the power supply. Well this thing (it's a pump for a reef aquarium btw, vortech for those in the hobby) is pretty much useless without the power supply, and I can't just run out and get another since it's proprietary (and $50 to replace). So I sent the person a message asking them to send it to me. I got a pretty quick response saying they were sorry and they'd send it out. Well that was last Tuesday.

So flash forward to today, and it hasn't arrived. I would figure a week and half would be enough time to get to Raleigh from California, but maybe they sent it out late, which is fine if they let me know. So I sent the person a message through ebay on Wednesday to ask if they had sent it, and what the tracking number was. No response. Yesterday afternoon I sent an email to the address I paid them through, again nothing.

What is my next step here? Am I being impatient? It would be one thing if this was just a small piece, but I can't even test this thing to see if it works without the power supply, so for all I know they sent me a broken item and are just jerking me around until the time limit to file a dispute has expired.

Email them again stating that if he's not going to send you the power supply that you want to return the item for a refund and he's paying for the shipping.

23 feedbacks 100%. Looks like some of their feedback is from selling some expensive reef aquarium equipment, the rest is from them buying computer parts.

file a complaint with paypal and freeze his/her funds.

I'm sure he/she will be quick to reply

I was thinking of emailing them saying I'm getting ready to file a complaint and giving them four options

1)Send the me power supply
2)Paypal me $50 for the cost of a replacement power supply
3)Order a replacement and have it shipped to me
4)Give me my money back and pay for return shipping and I'll send them the item back
