I just won a video card for . . . let's just say a high price . . . on eBay . . . I was wondering, what's the safest way to pay besides MO? The seller has 300 feedback . . . if I pay with PayPal, will that $1000 protection thing protect me?

if you pay with your cc you have the protection that the cc company gives you. Its usually the best bet.

what about debit cards? i know they're not credit cards because they dont give much protection, but . . .

I have tons of confidence in Paypal. If you have been a long time, frequent user, they take care of you.
