I checked this guy's email and it seems to be legit (registered e-mail since Nov 2002), however I am now having my doubts. I paid him using my MBNA Visa card via Paypal, and after e-mailing him about the status of the item, he responded with:

Sorry I can't ship PayPal is giving me a problem because the first shippment did not go out in the required 7 days which I was unaware of. They have put a hold on my account and now I can not pay my supplier. I am trying to get PayPal to refund the money that they are holding. Sorry for the trouble. If this problem is taken care of I will email you to see if you still want the camera.
I really have no idea what this guy is talking about. I feel weary, so I asked him to refund my paypal within three business days or I will take it to my credit card company and have them do a chargeback for me.

Is a chargeback a difficult thing to do? I haven't been in this type of situation before, and I don't want to risk getting scammed. I know it costs about $10 to do the charge back, but it sure beats losing out on ~$100

if you are not qualified for sellers protection policy (as stated in paypal) you are screwed

The auction just ended 10/27 that's less than 24 hours. If you want to do a chargeback with paypal do it after 7 days of end of auction.
The seller is required to ship the item out within 7 days to be protected by seller protection program. I will wait for 10 days to be sure.
If your chargeback with paypal fails, you should contact your credit card company and do a chargeback from there with. Your credit card company will
notify paypal and you don't have to pay the charge on your credit card.
