YAE(bay)T: Bought Item But Seller Can't Accept Payment

I bought a DVD on Ebay, I asked the seller if they accepted US Dollar payment because they are located in the UK and they said yes. Once I had the funds in my paypal account I ended the auction with buy it now and when I was going to pay for it I got this error message on paypal

Error Detected

This recipient is currently unable to receive money.

I've tried contacting the seller through email but they have not responded and its been 3 days now. I've sent several messages but no response. Any ideas of what to do? I don't want this guy leaving a negative feedback because I didn't pay and I also want this DVD.

File something w/ eBay explaining your problem. eBay will fix it.
