Correct. An electric motor actually has more potential for power because it's speed is a result of electricity flowing through a coil of wire to turn a shaft, compared to combustion driving a cam... The electric motor will have less of an initial bottleneck in design. The only problems that are presented have to do with traction(speed of motor and hp to the wheels), electricity consumption, and electric motor size...
Of course all these ramblings are from someone who used to work on golf carts and go carts so what do I know?
