YACT - HELP! dashboard lights!

Hey all, my mom called me up yesterday and was like WTF (well maybe not those words). Her dashboard lights stop funcitioning. In addition there used to be a beeping sound when you left the head lights on and took the key out - that is now gone. I went home to investigate: I checked every fuse! (both in the car as well as engine bay). I found one fuse that had gone bad - luckily too - the fuse controlling tail lights was out. Unfortunately, replacing that did nothing...What can I do next.

Car Background:
1996 Mazda MPV 4WD.

Thanks in advance ATOT community!

Summary:
1) lights behind speedometer, tach, coolant, fuel gone! (makes night driving sketchy)
edit: 1.5) yes the dash dim switch is turned up all the way.
2) All fuses but one ok - visually inspected all - and tested suspected (as according to manual) ones with a multimeter
3) Replaced fuse for tail lights -they now work (no one knew that they didnt)
4) dont know what to do next?!

Usually there is a control to control the interior light. Make sure it isn't turned all the way down.

Somethings to consider befuddled Buckeye...

A fuse may look good but have a cold solder joint on the inside, test w/ohm/meter.

The buzzer not working throws me a curve, I'm not sure. If the fuse test good and there is power to the hot side of the fuse, pull any connection off the dash lite wire that is between the switch and the bulbs and check it also w/voltmeter or test lite.
If this is OK. Replace all the bulbs as they maybe burnt out. What you say!!!

Rarely an alternator voltage can run wild for just a brief moment and all the dash lite bulbs flash like an old camera flash bulb. They will all be silver and black on the inside.
If this is the case it may or may not happen again. If it happens again regulator time
and most often the reg is built into the alternator.

The buzzer should not have been in an active circuit during driving with the lites on and thats what confuses me...best I can offer..

As galvanizedyankee has stated, double check all the fuses, to do this remove them one at a time and check with a volt/ohm meter, obviously there is no power reaching the lights, do the tail lights now work ?
