My left front headlamp assembly is fogged up from condensation on the inside. Anyway to fix this?

Depends on the vehicle.

If it's the old school sealed box, then yes.

If it's the newer style H4, that's not the case.

On topic question ... is it normal or ok for this to happen to brand new cars? Was checking out the spec v for my brother last week and noticed that the 350z they had outside was fogging up in the front. isn't it supposed to be pretty much perfectly sealed?

Newer cars have "weep holes" in the headlights. They are not sealed.
