just for sake of arguement some tacs do drop totally to 0 when the car is running, our old Porsche 911 does its a 74, when you put the clutch in the tack just drops to 0, instantly, there is no tac lag like in some of todays cars

Putting the clutch in shouldnt make the tach go to zero. Turning the engine off should be what makes the tach go to zero. Even if it is out of gear, the engine is still turning, and thus the tach should show that. It's a gauge to show how many RPMs your engine is doing, and if it doesnt show that, it either isnt working or wasnt designed well.
