She got it from a dealer for $11,000..

What should she have to know about all the recalls and stuff?

She should know that the dealer will look up the VIN in the Ford database, and fix any recalls that apply to her particular vehicle which haven't been attended to yet, free of charge. Any further notices will be mailed to the address that the vehicle is registered to.

It's the same as any other car from any manufacturer.

Her best bet is to register her ownership of the car with Ford. There should be a tear-out post card in the owner's manual to do just that.
Registration of the vehicle in any State is no guarantee Ford will find her.

Yeah, just have her take it to the Ford dealership and ask if it needs any recall fixes.
