YACT: Brake problems

While I was away at college last year, my brother put new brakes onto my car (I didnt bring it down.) First time he did it, but he had a guy that has done it before instruct him.

Fast forward to today. When I'm driving at its wet out, my brakes seem to studder a bit when I first start off. Kinda like the anti-lock brakes are kicking in, but I'm not locking them up at all. It only seems to happen when its wet out, and only for 2 or 3 stops. Is it the moisture on the brakes from the rain that is causing this? Should I get the things looked at and/or replaced?

Do you use your emergency brake? Is it fully releasing? What your brakes are doing isn't normal, but I don't know what the problem could be. I wonder if a bolt that holds the caliper on, may be loose? THAT would be worth checking! Hey, no charge to inspect them as far as I know.

I use my emergency brake when I park, but I always make sure its fully released before I even put it in gear. I dont smell anything burning either after it does it. Its not the treads, cause I just had the tires rotated so my front ones have more tread. Perhaps I will have them checked out.
