yeah but it would increase possible damage to the transmission if you don't put on the parking brake. and the worst part is it probably wouldn't be enough damage to break it right then and there (my mom once threw a car into park at 15 miles an hour when her brakes went out and she paniced, and it still worked afterwards), so it wouldn't get replaced by insurance. you'd just be stuck with a weakened transmission.

Blame that on cars having foot parking brakes that are useless for emergencies.

Most cars you have to have your foot on the brake when you move out of neutral, especially when you're going through reverse. What kind of car do you drive?

Hunh? I've never heard of a car like that. I have a '96 Chrysler Sebring convertible. Every car I've owned I've done that and even some rentals I've had.
