YACT '98 Stratus cheap?

Found a 98 stratus in excellent condition w/v6 and abs. Seems cheap @ $3900 neg. Seller said she hasn't sold it yet and it's been listed for two weeks. I'm thinking I should offer $3500 cash. Sound ok? Are there any known issues with this car?
