North Korea is like China's retarded cousin that never grew up. They virtually have no allies now.

(Reuters) - North Korea threatened South Korea with "final destruction" during a debate at the United Nations Conference on Disarmament on Tuesday, saying it could take further steps after a nuclear test last week.

"As the saying goes, a new-born puppy knows no fear of a tiger. South Korea's erratic behavior would only herald its final destruction," North Korean diplomat Jon Yong Ryong told the meeting.

Jon's comments drew quick criticism from other nations, including South Korea, France, Germany and Britain, whose ambassador Joanne Adamson said such language was "completely inappropriate" and the discussion with North Korea was heading in the wrong direction.

"It cannot be allowed that we have expressions which refer to the possible destruction of U.N. member states," she said.

Spanish Ambassador Javier Gil Catalina said the comment left him stupefied and appeared to be a breach of international law.

"In the 30 years of my career I've never heard anything like it and it seems to me that we are not speaking about something that is even admissible, we are speaking about a threat of the use of force that is prohibited by Article 2.4 of the United Nations charter," Catalina said.

Since the North tested a nuclear bomb last week in defiance of U.N. resolutions, its southern neighbor has warned it could strike the isolated state if it believed an attack was imminent.

Pyongyang said the aim of the test was to bolster its defenses given the hostility of the United States, which has led a push to impose sanctions on North Korea.

"Our current nuclear test is the primary countermeasure taken by the DPRK in which it exercised its maximum self-restraint," said the North Korean diplomat Jon.

"If the U.S. takes a hostile approach toward the DPRK to the last, rendering the situation complicated, it (North Korea) will be left with no option but to take the second and third stronger steps in succession," he said, without indicating what that might entail.

North Korea has already told key ally China that it is prepared to stage one or two more tests this year to force the United States into diplomatic talks, a source with direct knowledge of the message told Reuters last week.

"OFFENSIVE"

U.S. Ambassador Laura Kennedy said she found North Korea's threat on Tuesday profoundly disturbing and later tweeted that it was "offensive".

Poland's representative suggested North Korea's participation in the U.N. forum should be limited.

Impoverished and malnourished North Korea is one of the most heavily sanctioned states in the world.

It is still technically at war with South Korea after a 1950-53 civil war ended in a mere truce.

Washington and its allies are believed to be pushing to tighten the noose around North Korea's financial transactions in a bid to starve its leadership of funding.

Jon said last week's test was an act of self-defense against nuclear blackmail by the United States, which wanted to block North Korea's economic development and its fundamental rights.

"It is the disposition and firm will of the army and people of the DPRK to counter high-handed policy with tough-fist policy and to react to pressure and sanctions with an all-out counter-action," he said.

Jon said the United States had conducted most of the nuclear tests and satellite launches in history, and he described its pursuit of U.N. Security Council resolutions against North Korea as "a breach of international law and the height of double standards".

Neither Russia nor China, which are veto-wielding members of the U.N. Security Council, spoke at Tuesday's meeting in Geneva.

Before its nuclear test, North Korea was already facing growing diplomatic pressure at the United Nations.

The U.N. Human Rights Council is widely expected to order an inquiry next month into its leaders' responsibilities for crimes against humanity.

The inevitable outcome if North Korea continues on its course of nuclear armament is that we either accept North Korea's attempts at supremacy or we finally confront them as the hostile nation which they are and do so in a meaningful manner rather than the continual attempts to try to reason with this unreasonable nation.

Maybe not today, maybe not tomorrow but eventually the situation will evolve and do so quickly at which point we (and the rest of the lame UN) will have to deal with this matter in a frank nature rather than attempting to believe that it will solve itself or continue as usual despite North Korea's continued push to develop a nuclear capability.

Like a crazy person holding a gun. Only instead of just capping them there's a whole country at stake in addition to collateral damage to other countries. South Korea in particular would be devastated by the complete destruction of their highly populated capital.

So no one has the balls to risk the consequences of action, giving out to whatever faint glimmer of hope there is of Mr. Crazy getting bored, putting down the gun, and walking away.

A fool's hope is all the Korean peninsula is resting on.

Uh.. North Korea has South Korea by the balls. That is the reason why nobody is doing anything about North Korea.

Yes, South Korea has one of the top military in the world, yes US & UN can blow up NK in minutes, but all that means nothing when NK has the ability to murder-suicide SK with them.

Then everyone loses. Both Korea gets wiped out then, SK has lost million-fold more than NK.

That's why everyone is letting NK alone now- just waiting for their own collapse/implosion/revolt and they have no one to retaliate to.

How do we know this isn't part of the lies of the west to disparage North Korea, from what I hear the very small boarder between North Korea and Russia is very open, and North Koreans are free to cross it as they wish, unlike the Chinese patrolled boarder.

Where are you getting that S. Korea has one of the top militaries in the world? What war(s) have they fought since the Korean War? In a war with the North they may win but I wouldn't consider them anywhere near the top in terms of armies. In order for you to be good, you need practice and nobody in that region has any practice.

South Korea is ranked 8th and North Korea 28th. Where do you think the South gets it's cool toys?

The problem is that NK is right next to SK so you really don't need anything advanced to attack each other. NK's artillery can easily reach Seoul.

That list is laughable. India? Really? Germany? A well-trained and well-experienced army would roll over those countries. And look at Israel, at 13th. What a fucking joke that list is.

The UN will send a strongly worded letter to NK along with their next aid shipment.

The NVA & VC hated/feared the SK special forces

North Korea is going to get nuked and fast if they attack Seoul.

No nukes will fire unless NK starts it.

And while NK may have the nuclear capability; they lack delivery systems.

Replaced the word nuked with clobbered and you are spot on.

I think I remember reading somewhere (Hathcock's biography, maybe) that the Vietnamese considered the ROK Marines to have an "insatiable bloodlust."

More than one source has stated such.

I know of US Special force operatives that worked with the ROK and the same was stated.

I have met two NVA officers and the same respect was there.

Internally, it may have been a matter of proving themselves to be a respected fighting force after the Korean War.

Being a Korean, I can totally picture those old generations of crazy ass Koreans that would beat the crap out of the opposition to the gruesome level, powered by their historic Han that courses through their veins.

I only hope that I live to see the day North Korea's administration is dismantled.

Then again, its citizens would totally be ignorant and unteachable....and probably too brain washed by dear glorious leader.

India: population + nukes.

Seriously? Then why hasn't it stopped the countless terror incursions from Pakistan into Kashmir, the Indian Parliament, and the Mumbai attacks? All these were orchestrated by the ISI. Fact is, if you have to rely on nuclear weapons then why have an army? A nuke would do no good in a conventional conflict where experience and training matters greatly.

More than one source has stated such.

I was stationed in Korea a couple of years ago. I never saw it. What I saw was that Koreans preferred training with us rather than their own (better training and less abuse)

Being a Korean, I can totally picture those old generations of crazy ass Koreans that would beat the crap out of the opposition to the gruesome level, powered by their historic Han that courses through their veins.

I've heard of this Han psyche. It can be a source of strength and tremendous weakness. Feeling sorry for yourself because of past wrongs won't stop future wrongs. It may make you feel better about yourself (being a victim erases all sense of guilt) but, in order to become a better person or people, you have to look at things objectively and harshly instead of romantically. Accept your own weaknesses and seek to fix them. If you can't do that then you are doomed to this Han psyche. I think Jews have a similar psyche. After the Holocaust Jewish leaders realized they could not count on other nations and have gone about making sure the Holocaust is never repeated. Ever. Because they are small they rely on bigger, friendly nations for political support. But if you look at their military, a lot of the tech is home-grown or heavily improvised foreign imports. And decades of war has honed their skills to be self-reliant. I cannot say the same for South Korea. They may be eager to fight a war with Japan (their eternal enemy) but, if China invaded, the Koreans, given their vassal status throughout the ages, would sue for peace and welcome their Chinese masters. If they had to fight their own brothers (N. Korea) without American assistance, I think they would do it with a heavy heart, thereby losing the war. I cannot imagine Israel losing any war...

In addition to the Han psyche posted by Zeze, here are other syndromes that Koreans suffer from:

Fan Death

Fan death is a widely held belief in South Korea that an electric fan left running overnight in a closed room can cause the death of those sleeping inside. All fans sold in South Korea come with an automatic timer that turns the fan off after a certain number of minutes.[1] Scientific consensus holds that the claim of fan death is false.

Hwabyeong

wabyeong or Hwabyung, literally "anger illness" or "fire illness”, is a Korean culture-bound somatization disorder, a mental illness.[1] Hwabyung is only loosely used as the name of the disease, as it is actually more of a name regarding the cause. The word hwabyung is not in Asian dictionaries but simply is composed of the rootwords hwa meaning fire, and byung meaning syndrome or illness. This syndrome is brought on by the suppression and build up of anger within the body. Once it reaches a pinnacle it will then manifest in several physical/mental signs such as, panic, fatique, and insomnia among others. Each experience, however similar, is different from others experiencing the illness.

Shinbyeong

The central feature of a shaman's initiation is her affliction with an illness known as a shinbyeong. This is also called the "spirit sickness" or "self-loss" and characterized by a loss of appetite, insomnia, visual and auditory hallucinations. A ritual called a naerim-gut cures this illness, which also serves to induct the new shaman.

lol, yeah it's open to the extent that North Koreans are essentially used as slave labor in Russian camps.

Not by Russians but by their N. Korean brothers who send them there to harvest the trees from the forest...
