Hiring smarter candidates and increasing pay won't help if the culture of the department is broken.
You'll just end with a lot of well paid militaristic officers following policy and procedures that clearly formalize treating the community as "enemy combatants".
Also, intelligence requires maintenance and the only maintenance departments seem to push is everything except what is required to change the dynamic between LEO and the community.
