1) If I use PayPal (via bank account transfer) to send money to the seller in the UK, do I incur additional charges for the currency conversion?

2) Would I have to pay customs tax even if the item is less than $200?

3) If I don't receive the item, would I be fully refunded by PayPal

4) Generally, is buying things from the UK "safe"?

I've read both eBay and PayPal's help but some things are still unclear to me. I'd rather be sure than be sorry.
