I wanted to see how this option works, and it's not really as I expected so I decided to just turn it off. Problem is, it's still remembering certain things from when I turned it off, it's even relaunching stuff that already launches at startup, causing issues. Is there a way to just clear this? Turning the setting off is not enough, it just stops it from remembering new things.

1. Close everything.
2. Save your session and reboot.
3. Uncheck saving your session at the next reboot.

There's a control panel/app that lets you edit the saved session info, so you can just go into that and remove the dups.

What is that app called? I will install it. Closing everything, saving and then unchecking sorta worked but it's still trying to launch one of my startup apps twice.

I don't know the command to start it, I just hit the Win key to start the XFCE app finder and type 'session' and it's in the list as "Session and Startup".
