Xtreme slow uploading using cable.

I'm using @Home here in Toronto and the uploading speed is unaccpetable. It is slower than 56K modem!

I'm uploading using CuteFTP and the speed was 0.03KB/s.

What might be the problem?

Your cable is bogged down, and/or the server you're uploading to is experiencing extremely heavy traffic.

You may be capped, but even so, you should be able to upload at a minimum of 16KB/s.

Try uploading using the command line ftp program and see what happens.

And if not...don't expect to get it fixed... 🙂 It's unlikely you've got any GUARANTEED speeds (maybe download, but probably not upload).
