XP won't clean install

I want to re-format re-install windows so I plop in the cd, and the menu pops up. I say I want a new windows installation it restarts and when it trys to install gives me an error and to run chkdsk /f. So I do, and same thing happens again. So I go back to the traditional way of installing winders popping in the disk and booting from it. So it goes in, press enter to install so I do and it tells me it can't find the hard-disk. So my question is how can I reformat the drive without using the xp disk, or what else should I try?
 
Just another note, the bios see's the HD, and I can still log onto my old copy of XP perfectly fine on the HD in question, for some reason the installer can't find the hard disk.
 
Boot from the CD. You cant format the partition that the windows setup files are on (which is what happens when you put in the CD when you're running windows and say you want to install windows)
