XP wont boot .. but CAN boot into safe mode

I apologize if this problem has been addressed already (I tried to find it) but Win XP will get a blue screen with a memory dump error every time. I can however boot into safe mode. The ram in the computer tests out fine and the HD appears to be ok I ran chkdsk .. i ran a non destructive windows repair, and i have tried booting in diagnostic mode. While in safe mode I can?t get into device manager.... sigh... Any ideas??
