XP Won't Allow me to Move/Copy/Cut files

I'm having problems so I'm moving my important data to a new partition.

However, XP won't let me move any of it! I don't get the + sign when I try to drag and drop, the cut command won't work, and neither does copy.

Any way to move the data without hooking the hdd up to another pc?

It seems that all my folders have been made "read-only" for some reason

Read only should work fine for reading the data. The new drive that you are copying the data TO needs to have write access.

check ownership on the files and drives
