XP Window sizing

For the life of me I cannot get XP to remember my window sizes. It's strange, though because it's only when I Shift-left click to open a link in a new window. If the link automatically opens a new window, the window is the proper size. This was a problem before on my other computer with a fresh install of XP, but after a few days of maximizing the windows manually, XP caught on and started remembering. Yes, I have tried Folder Options-Apply Settings to All Folders multiple times. If anybody can think of a solution for this, I'll forever be in your debt.
 
The way I normally solve this is to

- open the window
- Set it to the size I want
- File
- Exit\close (don't use the X)
- Re-open the window.

This normally does it.
 
The scary part is, right after I posted this, the windows started behaving themselves. I didn't even do anything different than I had been doing. C:\exorcism.exe.....
