XP will not allow me to delete a file, it says the file is being used by a program.

Did you try Filemon?

Yes.

I did not see any application listed which is using this file.

Yes, I ran hj-split on an imcomplete set of files for an avi file. I got an avi file that my video file players will not play and a file I can not delete.

 
I've had this a few times with .avi files. In every instance I've gone into the properties and taken ownership of the file. It's odd because I only use one account which is the full admin one, but it seems to work.
