XP theme resets?!

This is a very odd problem.

I set my windows xp theme to windows classic, hit "apply", but when i restart, it is back to the gaudy windows xp theme.

How can i fix this?
 
First I would completely uninstall/reinstall all stardock/desktop theme 3rd party software.

If that doesn't fix it then this will:

Desktop

Click Start
Click Run
Enter regedit
Click OK
Go to
HKEY_CURRENT_USER
Software
Microsoft
Windows NT
CurrentVersion
Program Manager
Restrictions
Create or edit the DWORD value = NoSaveSettings
To save desktop settings, value = 0
To disable saving desktop settings, value = 1
Click OK
Close regedit
Reboot
