XP theme is reset every startup

After installing the ATI video drivers, I noticed that when I turned my computer on from a cold start, my theme would be changed from Windows Classic to the default Luna theme. I've tried the Omega drivers, and it does the same thing. Is there any reason it would do this?
 
I don't know why its doing that, but disabling the Themes service would stop it changing back to the nursery school theme.
