XP: "the file cannot be accessed by the system"

I have an external (USB) hard drive that I was using for backups on my home server (running Windows Home Server). I had to reinstall the server OS and now am receiving a "the file cannot be accessed by the system" error when trying to copy files from the external hard drive back to the server. It does this when the external drive is attached to the server and also when it is attached to another PC. The files are all there, they're taking up disk space, etc., so I assumed that this was just an ownership issue. I went in and changed ownership of the affected directories to myself as a local user and yet the problem persists. I have also tried accessing the files with the drive connected to the motherboard SATA port, and still no dice. Is there a quick & easy fix (or even not so quick and not so easy) for this?
