It's probably every single update for XP provided inside. They don't want to ship it to a manufacturer and have them turn around and say it doesn't work because of a missing update.

The 545 MB file is the .iso (image) for producing the CD. The smaller file (roughly 330 MB) would be the admin download, which seems not to be available yet -- at least on TechNet.

One "improvement" would be that, when you're doing a fresh installation of XP on some machine, you don't wind up downloading several hundred megabytes of security updates after the initial installation. There were a lot of updates to be applied after a clean WinXP SP2 installation.

Unless I've been seeing functional problems in an OS, I always hope the next service pack is going to be uneventful.
