xp shutdown

i've searched on the forums and google and yahoo and did not reach to a conclusion. i looked at the shutdown troubleshooting guide at ahuma.org or something, and tried everything that doesn't require money on that page, but that did not help either. while it may be something i have to spend money on, such as a power supply, i would like to see other solutions before i open the wallet.
basically once windows goes into the "saving settings" screen, it will do its thing, prepares to shut down...then the cursor disappears, ctrl-alt-del stops responding, and i hear the hard drives shut off. but the screen is still there, and the comp is still powered on. i am stuck. 😕

Does this also happen when you restart the system or only when you shutdown (complete power off)?
If it does it both ways, check your event log. That sounds like there's some process that isn't exiting properly. Either the System or Application log may show an entry when you shutdown.
If it only does it on shutdown, it's likely a physical device problem. How long have you had that PSU?
 
this is only when shutting down. restart carries out no problem. oh and i should probably add that about 15% of the time, it shuts down properly. i've tried to isolate the problems by looking through the event log, disabling programs like norton and logitech one at a time, looking for anomalies in device manager. the only thing there is a "CMS PortIO Service" after enabling the show hidden devices option, and it's got a yellow exclamation on it. i have no idea what that is/does.
there wouldn't be a correlation between how the prongs on the IO shield plate are situated, would there? just wondering.
oh and i've had this psu since january when i built it.

As long as you don't have the IO shield prongs actually going into any of the ports, you should be OK.

EDIT: Sorry, hit reply too quick. That sounds like more of a physical issue than a software one, although not even Google could find any results for that "CMS PortIO Service" thing. Did this powerdown issue just start happening or has it always done that?
 
well...it worked fine from jan-may...no probs whatsoever. then i went back to japan for 2 months. it started doing this after i came back in july. i did have to transport it a few times from old apt to new apt and such...maybe something got jarred on the way....
actually tho...i installed the xp64 trial that i had downloaded to see if it was xp's fault...and when i used that, it shut down properly each time. maybe in that case it is indeed software related...

OK, I was going to suggest maybe it took a power hit or something, but if XP64 is running fine that gets ruled out. Is XP64 still on the drive in another partition? Maybe the XP32 shutdown kernel is in a flaky HDD sector or something.

EDIT: Come to think of it, my old Win95 box started shutting down wacky just before its drive crashed, it still shut off, but it got stuck on the "It is now safe to power off your computer" screen for about 30-40 seconds. Maybe the HDD took a hit during the move? Maybe you should do a Scandisk or something like that to rule out disk errors.
 
yes xp64 is still on another partition. i may have to just use that. although since it's only the shutting down, that would be kinda silly. perhaps exchanging the hard drive would help?

EDIT: maybe it would be safest just to exchange the hard drive. i have a 1 year replacement thing with compusa (which i guess comes in handy now) so maybe i'll just do that.

That's a good idea. I'd still run the scandisk (or whatever MS is calling it now) from Disk Management tools first. CompUSA is probably gonna test the drive before just handing you a new one anyway. At least this way, you've got some evidence that the drive is failing. Back up first though!
