XP Shutdown Problems

I just built a computer for a friend, and the computer does not shut down. It displays the "Windows is shutting down" screen forever but does not shut down. Any ideas?
System specs:

Windows XP
AMD Duron 1.0 GHz @ 1.2 GHz
128 Crucial PC2100 DDR
MSI GeForce2 Pro 64MB DDR
Hercules MUSE Surround
Shuttle AK31A

I installed and ran the Microsoft Fast-Boot utility (bootvis) but I defregged the HD using Diskeeper so I think I undo'ed the bootvis effects.
