XP Resize function - where is it?

OK, I love this feature and use it all the time, but I was going over how to do it with my father over the phone and it does not come up as an option when he right clicks on a picture in Windows Explorer.

His PC has WinXP, so why doesn't this show up as an option?

Yep it's a Microsoft PowerToys product called Image Resizer.

Very handy!
