XP Remote Group Policy

Through my atempts to try and create a limited local administrator account I've found that by either using 2K or XP you can't use the Group Policy aplet and remote in to XP in a workgroup environment. You can use either one and use the Group Policy aplet to remote in on a 2K machine though. I'm suspecting that both machines either need to be on a server based network or on an Active Directory domain, I'm leaning more towards the Active Directory. I suspect the Active Directory because it holds the Group Policy that XP is looking for.
Am I close? Could someone please steer me in the right direction?

I'm not that familiar w/ the XP client, however Group Policy Objects (GPOs) are created/stored in the AD, and are no use/don't work without it. Local Policies (as in Local Security Policy) will work in both stand-alone and Domain modes. In Domain mode, any settings in the Local Policy will be over-ridden by any Domain policy (by default).

There's no such thing as a "limited" administrator account.

If the account has admin rights, they can undo anything that you can do to them.

Period.
