OK...this may seem silly, but when setting up a machine for a friend w/multiple accounts (kids), I noticed when I installed a program under his account...say a spyware program...I didn't see it on the others.
How can I install software once to affect all the accounts?

You are trying to spy on him?
 
Oh no...i'm setting up his pc for him & his kids. I noticed when I install a program under his account, it doesn't show up on the others...either on the desktop or start menu programs.
Making sense now?
 
You might have to manuelly add the software to the kids ( or other users) start menu via Documents and Settings/<username>/Start Menu
or
Documents and Settings/All Users/Start Menu/
For some programs, I would probalbly restrict acess to, especially for administrative purposes.

 
Either the software has a single user liscence or the setup isn't being configured properly. For the ltter case, copy the program shortcuts to the All Users folder in Documents and Settings.
