xp pro sp1 adding a keyboard layout

before sp1, my default keyboard layout was dvorak and i could press alt-shift to change to qwerty when i was playing war3 or someone else was using my computer.

after sp1, i cant switch to qwerty anymore.

i go to control panel->regional and language options->languages->details and add the Engilsh/US layout. i go to hit ok/apply and an error window pops up saying, Windows could not properly load the English (Unites States) keyboard layout.

anyone have ANY ideas on how to fix this?
