XP Pro Software Restrictions... HELP!

Under the Admin on my computer I am trying to set the Software Restrictions to include a path of the Steam folder for Half-Life 2 so my little brother can play it on his user name which is a limited user. Even when I set the path to allow it still tells him it cannot run and the Steam folder should be moved to somewhere where he has write priveleges.

Does the restrictions when made to allow just let them run files and not 'write'? What can I do to fix this without enabling him Admin access. Thanks!
 
If problems still persist and they're being caused by the Software Restriction Policy, go to Start > Run > compmgmt.msc. Computer Management opens. Check the Application logs in Event Viewer for Software Restriction Policy events, they'll tip you off to what the SRP is preventing so you can adjust your rules.
