XP PRO Missing Taskbar

I did a quick search and didn’t find anything relating to my issue. I have all my program Icons on the desktop, but the taskbar is missing. I tried to boot to safe mode and still no taskbar. CTRL ESC does nothing and Explorer.exe is listed in Task Manger when doing CTRL/ALT/DEL.
During the loading of the desktop you can see at the bottom of the screen bubble messages pop up as if the taskbar were there letting you know downloads were available for download. Not sure exactly what messages are popping up as they don’t last long.
I rebooted and did a repair install and ran CHKDSK and it ran its course but still nothing when XP loads.
I removed the drive and did a virus check before all this happened and there were some issues that were found. It was a while ago so don’t remember what errors were found.

Any registry tricks to try? Really don’t want to reformat if possible.
 
Right click the desktop > properties > settings > look to see if there is more than one monitor shown. Select the others and uncheck "extend my windows desktop".

Try this...

1.Minimize all your windows
2.Take your cursor and move it to the bottom of the screen
3.Does your cursor turn into an Up/down arrow?
4.Try clicking on the Up/down arrow and dragging it up a bit.

If your task bar was hiding it should show up now.
 
It's not on the Left/Right/Top of screen and you can't go to start>control panel>Task bar cuz the start button ain't there, cuz the task bar ain't there.
