I'm not sure if I understood you correctly (you started out by asking a question about XP then moved on to hardware). Well, as far as hardware is concerned, virtually 90% of the stuff in your pc is made either in Taiwan, Korea or other Asian countries & they are universal. You don't have to buy a sound card in Mexico to listen to spanish music. Even the power supply is convertible between 110v and 220v. So, no you don't have to buy parts in Mexico (probably cheaper in the US). Even the keyboard is universal (even people in China use the same keyboard as everybody else in the world).

As far as XP is concerned, you would need to purchase a Spanish version of XP if your uncle is familiar with English commands (i.e., file, option, copy, paste & stuff in control panel, system, device manager, etc.) However, he can still use the English version of XP and still run software written for Spanish users (can be set to display commands in Spanish by selecting Spanish in regional settings in control panel). Obviously, he can read and type Spanish by setting Spanish as default language in the regional settings. If he doesn't speak English at all, I would just get a Spanish version of XP (since you're building a system for him, the online store will charge the OEM price which is much cheaper than $199 retail price).
