XP Pro file folders refuse to disable Read-only mode?

This one is really throwing me for a loop, but hopefully it's a quick and easy attributes or policy edit that you guys know of that I obviously do not. This is XP Pro SP2, just trying to enable full read-write (no Read-only) mode so I can rotate images with a Windows powertoy. Images will not currently 'stick' when rotated.

There is no other program trying to access the same folder (or user on this PC)- I'm pretty certain this is a Read-only issue. The problem is that Windows refuses to disable Read-only mode for any folder that I can find. It looks like the change is successful, but you can immediately go back into that folder's Properties after the attribute change and see that 'Read-only' is back to being checked (and is always greyed-out for some reason).

Any ideas? My neck is getting sore from tilting to the side to view my photos! 🙁 Thanks in advance.
