xp pro back to 98

Hi guys,
My son installed xp pro on an old compaq laptop and it doesn't have enough memory, processor speed or hard drive space to work as it should. I would like to go back to 98 on the machine but several hard disk utilities that I tried had problems and won't remove the partiition or reformat the disk. Anyone know of a free one that will let me get rid of XP?
It's a Toshiba drive and they don't make a utility that I could find and I guess that they use some parameters that the other utilities don't like.

You should be able to boot from your floppy and install via the CD. If not, grab a 98 boot disk, add format.com and burn it to a CD then do it that way.
