XP Prefetch Question

A couple of questions about prefetch:

1) What exactly is its purpose and what does it do?

2) I have read that I should periodically clean out obsolete items in prefetch. What is safe to delete? Could I totally empty the folder and start from scratch?

Hmmmm! You mean nobody else knows that much about Prefetch either?

edit; the article doesn't answer whether the files can be deleted, I read something about this on an XP "tweak" site but don't remember if you delete the "prefetch.ini " or the individual files?
